Recharge & Cash shop problems

Problem:
1. When I first recharged ($99.99) at level 7, I found I was unable to use the cash shop. No biggie, I thought - so I tried again at level 15 and 25. I've refreshed, cleared cache; so that's not the problem. There is a popup message that occurs when I attempt to buy anything in the shop. The only thing I was allowed to buy was funds.

2. When I first recharged again to ($99.99) it stated in the VIP section that I only spent $34.00 for some odd reason. I find that odd, since I had most definitely had recharged with $99.99 and was only VIP 3. I recharged again at $5.00 and I'm VIP 4, stating that I need to spend $100 for VIP 5. What sort of VIP system is this?

For #1, I believe it's lvl 30 you can use the cash shop.

For #2, the dollar amount is for the current level of VIP. VIP1 is $5, and VIP2 is $15. If you recharge $9.99, your VIP bar will say you are at 4.99/15.00 toward VIP2. Does that make sense?

So, I hit level 30 - still can't buy in the cash shop.

I was wrong, I think. There's caps to how much you can spend until lvl 35, but I do believe you can buy sooner than 30, now that I think about it. I'm not able to test that myself.

Is anything happening when you try to purchase things? You are trying to purchase and not trying to gift, correct?

Yes, I'm trying to purchase packs of wing upgrade and mount upgrade tokens. But anything in the shop won't allow me to buy it period. Keeps saying "Quota for current level has already been reached"
I haven't even bought anything yet - it seems to be on a 0/0 counter where I'm unable to buy anything.

Ive tried this system in Alpha.
Seems we have level caps to crystal using.
Try to level up more, im sure you can use your crystal more.
But i dont know exactly the numbers.

I find that odd, I'm at VIP 4 and have not yet run into issues with cashing... In fact I spent like 15K xtals today no problem... Though I got it from premium funds, so not sure if that effects it in any way.

This is from CS circa 2012, this is a daily limit:

1. players below lv 10 cannot use the trade function

2. players below lv 35 cannot use the gift function

3. players below lv 35 have crystal spending cap. ( 10 - 24, 2000 crystal cap, 25 - 34, 10,000 crystal cap)

I'm not going to get an answer on if those same limits apply here tonight, but lvl 35 should be the magic number regardless.
