Open the "Tricky Halloween Pack" at an area where you can encounter monsters. It seems that you cannot open them in major towns such as Starglade and Aurora point etc. I opened mine someplace like Tundara (not the server).

Oh and it doesn't work inside caves either it seems, like Twighlight caverns.

And make sure you'll be prepared to encounter a surprise, mwehehehehehehehe...

Please note that Tricky Halloween Packs cannot be used in Starglade, Tyria Village and all battlegrounds!
