Cant use my card to make a purchase?

I tried every option and keep getting told i cant pay for the item?? Why?

i just logged into game to try and was told cant make multiple payments on one order?! What the heck does that mean? I better not get a bunch of charges and no stuff, or a bunch of charges and a bunch of stuff. What do i do now?
