Can anybody explain how to do this even and where to get mine permit? plus how the hell we can kill the guardian?

You get the permit when you enter. With the permit you can harvest from the ore stone 5 times each event time. After picking up a ore you run to one of the 4 npcs on the other side of the map, Turn in your ore to which ever one you want and then claim your reward. If the one you turned in to doesn't give a reward by saying "I didn't take your stone" go to another npc one of the four will have a reward pack and another mine permit for you.
