I don't understand, what do you mean diamond badge = gold badge ? To make it simple , in CL, the way to obtain diamond badge is to get certain kills, I think it's around 30 kills or so to get max of 2 diamond badges, you needed around 50-60 badges to upgrade the lvl 100 pvp set. It's really that simple.
Stats wise, it's not so overpowered or anything, Legendary lvl 100 set is still much better all around but can be useful for non-donator.
Anyway, no point in arguing, the point is it's been there for a long time for other version, we still haven't got it until now. Don't really care about suggesting it anymore, because nothing will be done anyway.
