Magic Penetration

Does mage's passive magic penetration works both in pvp and pve? or is only for pvp

I've always wondered if it even works i've tried atkign mobs to see if there is much change in dmg but yet to c any much difference in dmg to say whether this works or not, im not sure about pvp though. For me its either ur atk crits or doesn't crit with lucky strike

It feels like when Magic Penetration triggers, you'll get something coming up saying Lucky Strike. It happens to me but I don't have any Luck stat. And the description is similar. Lucky Strike says it will deal full damage. That's the same as in Magic Penetration.
