NOT ACTIVE user?

Sir i have a question about when i try to activate my VIP the was a notification said that my (not active user)
and i can't proceed to pay for may VIP...

please help me what to do about this thank you!

i have already activated my account i use a new email account its because i forgot the password of my old e mail...
please help me i need be a VIP user too..
