how to activate arctic blast? it says double click the weapon but it is being remove to my charcter. and how should i know if its working

With the weapon equipped, open your Skills panel (press 'v' to open skills). At the bottom of the skills panel are your Default and Other skills. You will find Arctic Blast in the Other skills. Double click on that and you will activate the frost buff.

just to add you can activate the artic blast then change weapon and the skill will remain, idk if this is a bug or something but it rocks with my DS when i did training..
