Frag Fusion Problems

So I have a perfect frag x +14 and I have a Perfect Frag V + 0. ( Both are 100% refined)

The Perfect Frag x + 14 can fuse into the Perfect Frag v + 0 but

The Perfect Frag V can not be fused into the Perfect Frag x + 14

Can I fuse a Perfect Frag x into a perfect frag x + 14?
