It's all by chance really; our server average is about 11-13 stars, and I didn't get my Hellwing till I was at 12+ stars also. If you're lucky, you're lucky. If not, then it's nothing personal. Just keep trying and I'm sure you'll get it soon. Hopefully you're not as unlucky as others to hit the 13 stars mark on mounts. XD
