during IoB some one get spamming the same message over and over when I ignored them they would log and do again its really annoying and been going nonstop fro at least 30 minutes there should be a pming lvl minimum to stop this

If you ignore-listed someone, their chat will not reappear in spite of any relogging. Chances are it's an entirely different toon, of which you can also place on ignore.

what I meant is that they would log and create a new account (one I didn't ignore) and spam again

You can ignore the newly created account(s) as well. It is essentially the quickest fix to said spamming.
