CS not working for lvl 40+

In server s39, we have 2 new players. And they can't enter cs for almost 2 weeks. The time is queueing but it's not letting them in. They tried more than few time a day and still nothing.
Why it's happening?

It happens because they are a 'too low' lvl to be matched up with people from other servers. Happens to everyone who joins an older server.

Saw once lvl 56 in my team, and i'm lvl 87...
