I've seen how to make heroic gear from lvl 80 mythic (royal eternity to helm/boots/breastplate)
i've seen lvl 70 to lvl 80 gear (of Ruin to eternity)
I've not noy seen lvl 70 to lvl 80 mythic gear (royal of Ruin to royal eternity)

you wont see the obtion in synth until you are lvl 80
