I often got it. It just happen when internet down.

World chat/guild chat a bit laggy and that message pop in 'all chat'. But it is just because internet/wifi down for few sec.

I don't affect other thing you browse? Yes it just give a bit lag n u might not noticed in other page while LOA announce it - that's why u notice the dropped connection.
