Angel World Cup Bugged?

Team Formation Phase: 20th June - 21st June
1. Players from each district will be free to form teams. Each team will consist of 5 players; each district will have 60 teams.
2. Players without a team by the deadline will be placed in a team.
3. Teams without 5 players by the deadline will be divided and placed randomly to create teams of 5.

District Competition Phase: June 22nd - June 23rd
All 60 teams from each district will compete, leaving the 36 teams with the most points to go on to the next phase.

I presumed form this information that all teams from each district would compete, it seems only top10 teams qualified and you can no longer do anything in-game, the no upgrade of anything, the only thing left working is chat, can someone explain whats going on?

Not sure what is the problem , please be patient noone has qualified. It might just be a delay.

how much patience ya expect from uss nuhh do ya have any idea how much nerve cracking this was?
and how much time wasted why the hellll ya even postponed it 1 week so it wont haver bugs i haves in top 10 ranked 9 in teams still didnt qualify and ya just gona pretend the ducks ergh freaking trollls

yes please explain this, we were supposed to be lvl 90 and placed into teams if our team was not full according to the rules:


Yesterday we had no screen and today we get this:




So we followed the rules and did not qualify for a team and couldn't fight one fight? Please explain what we were supposed to do according to the rules and if the rules had changed please provide the link to the newer rules that many of us obviously missed out on.
