my angel can not go beyond..

hello,
i am lvl 67 now and my angel do not go beyond lvl 69. and a massage appear on trying to upgrade telling me that angel lvl can not exceed hero lvl.
This is not the problem, the problem is i am playing against players from other servers with lvl 67 main character and Nyssa lvl 70????????
how did they got that if it is forbidden?
