Charm Totem worth it?

Been experimenting with my PvP build and just recently made a ruby charm totem. Tried using it on another player on my server with 45K dodge, figured with 3 stacks of the totem debuff + Varda + 31K hit + aegis blessing and angel buffs I would have been able to land hits but still no luck. How much more hit is necessary to start landing attacks with some regularity?

I also have ruby charm totem I am now working on lving up and evolving spellbreaker ice lightening and fire totems to at least topaz in my formation to see if that helps if not then i'll lvl up lightening to ruby and go with tht as my main totem
