Doubt: Light Envoy

If the Light Envoy's rage skill increases +3 each level, we have:
Lvl1 = 33
Lvl2 = 36
Lvl3 = 39
Lvl4 = 42
Lvl5 = 45
Lvl6 = 48
Lvl7 = 51 aka Rage Build Set
Lvl8 = 54
Lvl9 = 57
Lvl10 = 60
Lvl11 = 63
Lvl12 = 66
Lvl13 = 69
Lvl14 = 72
Lvl15 = 75

As Lvl7 is enough for ragebuild, I never passed over that. Is this calc possible? I mean, can I upgrade Light Envoy up to level 45 and get solo ragebuild?
I was wondering about this for sometime, as It would be very beneficial to have 3 strikers in my team.
If max level is 36 (never went so far), it still would give us +66 rage, which leads to party skill every 2 turns. No different from IRB1 (Astral Child + Nereida).

u can get to +15 with +36 bless stone upgrade and then doing gear evolve from forge
if u evolve each gear to 5 star you get +2 on skill which takes skill to +15 (13 +2)

or you can build your party with main being support with Dark Meditation + Radiant Guidance + Dragon Fury AND Light Envoy as 2nd support
so u get 3 slots for your strikers.

With Genesis appearance IRB is easy, you get +90 rage at lvl10 of her skill with no cost.
Also Light Envoy without evolution is red quality hero, which has skill cap of +10(it can be increased to +15 with equipment evolution, but cost will be a little bit high).
