Main Stats and Secondary Stats - Element Tab

Hello all

Here's another puzzler - I have two characters both whom have Dazzling Ice Heart L85 but have different Main and Sec Stats--can anyone explain how and why they are different. I hope I am not missing something which is so obvious to others.

Each element unless its Celestial tier, has 3 set base attributes and 3 random bonus attributes, which can be different for each element.
