"Mentor_WTT" is right, you can choose but you can activate the skill in new slot by paying 30 Balen (Good Luck)

it's 300 balens if you have empty skill slot.
if you have full skill or you don't want to pay the new slot, it's random.

As ArchersCheat-44 has stated, quite simply you can't. It's a random skill swap out if you wish to go that route. Best is to save up to purchase the extra slot, so you don't lose anything 'just in case'
