Bounty quests can be found in cloud city at the bounty board.

Bounty quests give Exp. and gold, notice there are different colors. Orange being highest, white being the lowest.
Your given 20 bounty quest per day they are random.
You may also use the reset to try to get higher quests.
Non vip players must wait in between quests. Vip players can do them without waiting.
Reset will cost 10 balens after you have used the free attempts.
You can also use bounty scrolls to complete your quests. Scrolls obtained from fishing, guild blessings,digging in wilds.
Scrolls can be found in numerous places on game. Choose your bounty quest wisely

I have a toon with no Spirit Covenant or VIP and there is no cooldown between quests. Spirit Covenant has a Bounty Helper that auto completes Bounties though.

Think the OP means there is a cooldown when checking bounties from the board. You have to wait 30 minutes for new ones to show up unless you use bb's to refresh it

There is a free cooldown for the first 2 refreshes but after that on either VIP or NON VIP you have to use balens to refresh or wait the 30 minutes.
