upgrading level 2 to level 3 success rate is good. what is percentage? more than 50%?

During the clothing event "Learning to Tailor", if upgrade fails from lvl 2 to lv 3, do we get a new look with cloth being lvl 2?
Do we get rewards for lvl 2 clothing which is 5 shards on upgrade fail but cloth converted to new look?

i thought i saw somewhere that succes rate good is somewhere near 60%. sorry i dont know the exact number.

on the other question i think ur trying to ask if when a clothing synth fails if it get a new look aswell.. the answer is no.
u get a new look only with a succesfull synth.
