It's a process being run by the game, kind of like an event maintenance. It usually only happens once a week, the day before server maintenance, with side effects that include the hot event icon refreshing like crazy, dancing icons, and periodic screen freezes, normally lasting for around 15 minutes, but can go for half an hour sometimes.
