They should add a L100 Mine Guardian (x5 health) that basically attacks all players. That way campers at the mines will be killed by the Mine Guardian.

or at least segregate the levels or battle ratings. so that everyone starts on an equal footing.

But then those with low BR would also be killed just as much, no?
Maybe put a debuff-esque thing on and just around the mine camp. Stay too long and it automatically kills you.
