Crit rate completely different in pvp and pve

So is there any even remotely reliable info about current state of these rates, for example 280k Br and 18k crit gives me almost 100% crits in pvp regardless of opponent, but in pve it varies from 60% to 80% depending on instances. Ofcourse i didnt record and analyze data, just a general feeling over last couple of weeks.

Sometimes I believe, my crit rate in PvP depends on my enemy's clothes. If they match, I can't make a single crit.
That's why I'm always dressed with the style.
