This is a small matter. Your EXP increases just that it does not show up.

point your mouse cursor at the BLUE BAR bottom right of your game screen. I believe the 1 you mention is Rested EXP that stay at 0% right? But your exp still increased. That rested EXP only working once you offline above 24 hours. Hope this will answer your questions. Happy gaming...
