10 points per move in outland

Hey guys, does anyone know if the 10 point per move in outland exploration was a holiday special or some other reason for it?

It is a special event, that happens for a week, on some, as yet, unspecified interval.

This past one was at least the second time it has happened.

It feels like a "once in a lifetime" event as it didn't make a comeback since then.

I recall this event happening twice. There are also other events related to outlands that happen once in a while. Like now, there is event for post grab that gives us an extra attack attempt. Also recall having one that reduces the amount of energy used when blessing or attacking in central war. But not sure of the pattern, just seems random.
