do i have to get a specific clothing to upgrade it into a rare and will i get a rare from the same item upgrades or do i have to use cores

Any time you synthesize a piece of clothing, it has a chance for a rare look. It seems (although I can't confirm this), that the higher the level of clothing, the better chance it has to receive a rare look when synthesizing.
