As to how the actual voting works (it's not mentioned in the guides and it always bugged me how it's actually done until we had elections in my guild), after the 3 days after the 7 days of the guild master going inactive, you'll find a nice pink button labeled "Elections" on top of the guild announcement, once you click it you'll get a list of the candidates, you check the one you wanna vote for and press vote, the voting lasts 3 days, after the voting period is out the one who got most votes will get appointed as guild master, it's quite fun actually
