Tyranny TALENT?

Can someone explain to me, why the talent description says "chance to increase your skill damage by ...%", but when actually activated, it says "skill CRIT damage increased by ...%" ??? So what is it? If its crit dmg increased, its useles for me, as I use will destroyer astral...But in description it says one thing and in fight it says other...Any ideas? Thanks
