How do you "learn" new runes?

Tank Trials I recieved: Blood rune, healing rune and brutality rune. Brutality rune combined with other brutality rune +100 exp with any other rune + 10 exp

The sack I got only contained Brutality, Healing & Blood. How can we get the remaining ones?

At what level they can be used twice per fight? Only lv10 or before?
I'd like to see a full table of bonuses per each level 1 to 10 (not just 1 AND 10).
