Apollo's Feather is from an event (which it not out)
And you can not obtain it through Synthizing

Feathered Wing is a random generated wing (out of 3) during a New Server launch or Server Merge.

It is from either recharging 500 balens or spending 500 balens to receive a Wing Gift Box

which than you open to receive one of the following:
Windseek Wings
Feathered Wings
Sailing Wings

Sorry to say, but you can actually gain event clothing from synthing, was proven when someone had gotten the surreal clothing, and i had a massive talk with the R2 admins.

But wasn't it determined as a Bug?

Which is why they removed Surreal set from Dressing Room...



And no one has yet to obtain any of the other "event" clothing through synthizing. Only "basic" and "special" clothing.
