Clothing Level 2>3

Well, Just tried to level up my hat from level 2 to 3, but failed, was wondering if you are supposed to be able to fail 2 > 3 cause my guild mates said 3>4 is when it starts failing, not 2>3

1-2 is auto success from there on its no 100% unless you use good luck charms. 2-3 has a "good" chance, and I went 3 for 3 on mine with no good luck charms but it isn't 100%
