I have myself felt the agony of continously losing hp packs in amethyst mine without gaining any amesthyst.
So here is my suggestion to make more playable for lower levels:-
->First make a level bar like bg.
->If it can't be made level bar then stop hp packs being used in amethyst.
->Make dryad like system to counter harassment from higher br peoples.
->Or make two/three time available like tanks when you can get double amethyst.
->Make it such that same player can't be attacked twice by the same player.
->Or introduced cooldown time between two attacks.
