cloth synthesis abysmal

well I want to upgrade a cloth with a fashion core, and the succes rate seems to be abysmal. does anyone have any idea about the % of abysmal? anyone actually managed to upgrade something with this kind of succes rate?

I don't know what the % is, but I got extremely lucky once, synth'd a level 5 and a level 1 and it actually succeeded to a level 6.

Never had it happen again though, so I'm assuming it's pretty low.
