Why do some have it and some dont, lvl 50 archer on my server makes more xp at TOA than my lvl 70 mage, why is that?

S298 archer lvl 50 28k xp at TOA

World Prosperity gives a boost percentage in relation to your servers average level (guesstimate) all the way to level 61, after which will discontinue the bonus EXP for all levels thereafter.

World prosperity is bonus Xp meant to help lower levels catch up to the higher levels. That's why he gets more Xp is to help him catch up to you.
