cross sever points

the cross sever system needs a tune up either by dropping down the amount of points you need or upping the amount of time you need to get the 1k points you need. since i hit the 60's level, i had 1 cross sever reward due to not winning so much in Arena and Battle ground which is due to the Holy seal business.
