Simply to address a couple of the replies:
I'm on s2 (so no, there isn't a lack of lv. 80 players. If anything we have a tremendous surplus).
No, winlord, I'm not crying about anything. Simply stating an observation. In fact, I feel that it's a justifiable mechanic (if it even is an intentional mechanic) so as to aid other players with some potential BR (and additional resource-gains from full set bonuses) balancing.
And while I'm not certain of anything, it just doesn't appear to be RNG-based. Our server has large quantities of lv. 80's. For me to have never seen a level 80 pull a purple card (when ~50% of the active server population is lv. 80), yet level 40's-70's pull them all day long, it begs the question.
