Max Gold Capacity

So I reached the max capacity of gold and I noticed it turned red, but I still have the full amount. What will happen now? I don't want to spend it yet and I think upgrading the max capacity will need a lot of time. Can anyone help me out? Is there penalty having more than the max capacity?

You're not able to gain gold trough your city and mines until you're within your limit again.
