Troop enlightenment question

Does the Hp enlightenment take affect after the troop count formula or before? As in is it based on base hp or total hp of troop count included?

If so I'm caught in a curious state of should I use charisma gems over HP gems on my knight atm using the formula that it's:

Troop counts/200xtroop hp to my figures I would have 60k hp troop and with hp enlightenment l7 it says 55% via wiki(which has been proven wrong a lot I know) would equate out to 33,318hp vs roughly 1100 patk.

Yeah I figured that, thanks anyways just doing the math it should of raised alarms when you think about maxed out troops would have around 160k hp at 4k troop count.
