better understanding of level restrictions for holy stun talent

So i want to get my holy stun to level 15. my current level of talents is 15 so i figured that very expensive reset would allow me too... what a suprise to get your not high enough level for that. it would be nice if the help section explained it a little better. it was a total waste of balens for me.
