Do you really keep your enchantment when you evolve the sylph?

As stated above. Does anyone know? I had an AQ purple with BR 22.5k (approximately) and after refinement (Cerberus) it was 27k. Is this normal? Also, do the sepulcrums work "better" when you enchant the Cerberus (more BR per sepulcrum)?

Afaik, br goes up when you evo because of higher growth. Aptitude caps are raised but the ratio of aptitude:BR stays the same.

Yes, you keep your enchantment. Your growth points are reset though, so you have to redistribute these again. After this, the BR will be higher than 27k
