balan speed up guild buldings

we should be able to upgrade part of the time in guild say 50 balan for 1hr slots

I think you mean partially speed up the cool down for upgrading guild buildings. I think this would be useful as people might have some balens not sure what to do with or have a number which they cannot use to get anything with.
