I have done all event quest and only have 10 brooms is this glitch?

In one of the four events you spend 5 brooms to get 3 pumpkin seeds. So it's normal to have 10 brooms over after recieving 15.
You really did all four quests? But the last one costs 20 brooms.

that is why its important to read how long the events will last so that doesnt happen.
