With the Dragon hunter mini game the resources are million and useless, as we max the the academy fast. Set the limitation by level to stop.
There is limitation by the time it requires to build, with or without VIP. At some point it can take months for the next lv anyway. You can use penalty extra time if the lvs are higher than the main character's etc. BUT don't leave it like this, that's no good at all.
