can mentor tell me what the rules for playing a dead toon when the owner him self quit playing years ago is still alowd to have this toon active ???

If it's your dead unit, then "good that you managed to get in after all those years". I could never remember the old accounts I used years ago, so I had to make new ones, LOL. You can still play it if it's yours.
If it is not yours, Whakapono just pointed you in the right direction. I never believe in account sharing, so I had to get the wife to make her own, (again) LOL.Vicious! Approach with Caution!
