This looks like a 'new server' event query (as does this post). If that is the case, you may have not have logged into the server and gained the 'level milestones' before the timeframes given. However, because the server you are querying about was released Dec 2013, the tech team will be unable to pull up your character information.. it's simply too old. I'm unable to find the promotions at the time available for new servers, however the time frames and level requirements are the same in current new server promotions (I-IV only), even if the rewards are different.
