Today got 3 of my clothing at lvl9 , but i didnt get emperors clothing that was supposed to get at lvl9.Does this mean i need to get them at lvl12 as it is now max level of clothing?

This has now been fixed (see here)
If you're having any problems accessing this, please try taking off, then re-equipping the clothing. (A possible refresh and clear cache may be in order also)
