There should be some elevator music available to us whilst a downtime is occurring. Then people can kick their heals up, grab a coldie and relax until the little server icon comes back up.

Alternatively, as R2 like mini games, maybe there could be a two tier betting pool for when your server group comes back online (green dot).
Have Tier 1 as bound balens and Tier 2 as unbound balen (cash).
Keeping in tradition of R2 reward strategy, I suggest the following
Prizes : Tier 1
7 day mount
100-300 Sepu/Mahra
2 Mil Gold
100-300k Daru
10-30k kynite
and 7 day VIP card

Prizes :Tier 2
15 Day Mount
500 Adv Sepu/Mahra
5-10 mil gold
500k - 1 Mil Daru
150k Kynite
14 Day VIP card
and 7 Advanced Bounty scrolls
