Given the unbelievably huge number we need, letting us use bbs wouldn't even be much of a solution. Just to take one skill from 5->6 is 50k balens. That's barely less that what it costs to make a merged sylph, and worth a hell of a lot less.
Add them to all the weekly event shops, maybe, and then regular people will be able to upgrade a few skills. Or start putting them in regular event exchanges. Or both. -
